Essential Job Functions

- Administers the homeless program serving Wenatchee and East Wenatchee. Implements strategies to alleviate homelessness. Responds to concerns and inquiries in a timely and effective manner.

- Acts as a point of contact and/or liaison in the field meeting with and monitoring service contractors and interacting with individuals experiencing homelessness within encampments, shelters and other sites. Develops relationships, builds trust, identifies individual needs, makes service connections, advocates for needs and follows up with those on a path to housing stability.

- Collaborates with community service providers. Builds and maintains connections for shelter, housing, mental health, addiction treatment and other needed services for individuals experiencing homelessness. Understands and addresses service gaps. Navigates various regional and state nonprofit services.

- Performs contract coordination and evaluation, regulatory compliance, site visits and program audits. Monitors and communicates performance targets with service contractors and key stakeholders.

- Designs, implements, maintains, promotes and evaluates the program. Facilitates discussions to ensure effectiveness. Ensures compliance with city goals, policies, regulations and interlocal agreement.

- Facilitates, or supports implementation of, service hubs in conjunction with shelters or other venues.

- Prepares and monitors the program budget. Presents contract proposals and renewals. Tracks, organizes and documents contracts, grants and fund allocations.

- Researches and develops revenue sources, seeks grant funds and secures outside agency funding.

- Provides staffing to the Columbia River Homeless Housing Task Force. Updates and implements program provisions and prioritizes final funding decisions per City Council direction.

- Develops and manages RFP's and initiatives for program development and implementation.

- Evaluates and develops policies, procedures and regulations to improve program effectiveness. Researches issues and reviews existing and proposed policies or legislation for impacts.

- Tracks, reviews and engages in efforts to ensure overall compliance and consistency with broader regionally established direct service approaches. Identifies potential resources and partnerships. Develops and oversees connection to outreach, education and behavioral change programs.

- Works collaboratively with internal and external resources. Cultivates business relationships to increase program education, communication and understanding and voluntary participation.

- Works effectively with other city departments to encourage operations efficiencies while ensuring program objectives and approaches are complimentary to each other and avoid duplication.

- Provides information and assistance to the public and refers to appropriate government agencies. Facilitates public outreach and solicits program feedback to enhance engagement and effectiveness.

- Prioritizes short and long-term strategic planning for the program in coordination with the planning division. Maintains program and resource data. Conducts program research and complex analysis. Reports on trends and opportunities and makes recommendations.

- Represents the program on regional and local public boards and commissions.

Other job functions

- Assists with special projects, programs and events, as needed.

- Performs other duties assigned.

Qualification Requirements

- Bachelor degree in social services, sociology, behavioral health, public administration or related field.

- Seven years of experience working in community engagement, human services, law enforcement or another related field. Municipal government experience preferred.

- Must possess a lawful and active WA state driver license and maintain throughout employment

- Must obtain First Aid and CPR certifications within three months of hire and maintain.

- Bilingual, English and Spanish, language abilities preferred.
