LC State invites applications for the position of Director of Public Safety.
Salary and rank based on experience and qualifications: $73,214 - $82,300
Degree Required:
- Master's degree from a regionally accredited college or university
Required Qualifications:
- Experience with Microsoft Office (Word, Excel and PowerPoint).
- Experience working in law enforcement, safety, security, or related field.
- Demonstrated knowledge of an ability to interpret federal and state anti-discrimination laws and regulations.
- Supervisory, management, and budgeting experience.
Preferred Qualifications:
- A degree in criminal justice, public administration, emergency management, social work, or a related area.
- Title IX experience.
- Clery compliance experience.
- Demonstrated ability to lead a campus safety department or operation that is 24/7 in nature.
- Experience in preparing for, mitigating against, responding to, and recovering from critical emergencies and disasters.
- Experience in training/preparedness exercises for a campus or operation.
- An understanding of the coordination of campus safety and student development at a rural, residential, liberal arts college is also preferred.
- Successful completion of IS 100, IS 200 and IS 700. Additionally, completion of IS 200.b, IS 800.b, ICS 300/400 preferred.
Responsibilities:
- Provide vision, leadership, and direction to DPS.
- Work cooperatively with all members of the College community. Develop and maintain excellent working relationships with students, faculty, staff and administration.
- Foster a culture of campus safety, prioritizing the mental and physical wellness of all community members.
- Facilitate the development of short- and long-term plans to meet the needs of the College community, including a community culture of collective responsibility.
- Collaborate and communicate with local, state, and federal law enforcement and emergency response agencies.
- Facilitate and oversee the integration of DPS services into the campus community and proactively promote positive relations by including community involvement in the affairs of DPS.
- Administer the budget and makes recommendations for DPS facilities, equipment, personnel, and operational needs.
- Hire, supervise, evaluate, and manage department staff.
- Assure commitment and compliance with all applicable federal and state laws and regulations (e.g. Clery, Title IX, FERPA, etc), College rules and regulations and department policies by all department members.
- Oversee and manage department policy development and implementation.
- Oversee the management and confidentiality of all applicable records.
- Oversee emergency management planning and the execution of the College emergency response procedures.
- Development and assist in development of policies and procedures in coordination with Student Affairs, Residence Life, Human Resource Services, and other departments as necessary.
- Work collaboratively with administrators in the offices of Student Affairs, Academic Affairs, Administrative Services, Accessibility Services, Human Resource Services, Athletics, the President's Office, and others as appropriate with respect to overlapping responsibilities related to sexual misconduct and compliance with Title IX, the Violence Against Women's Act (VAWA), the Campus Sexual Violence Elimination Act (SaVE), the Clery Act, and Section 504 of the Rehabilitation Act of 1973.
- Ensure complaints are handled through consistent practices and per DOE and OCR regulations and LC's Discrimination, Sexual Harassment and Retaliation Prohibited policy.
- Conduct and/or oversees the prompt, effective and equitable investigation and timely resolution of all complaints of discrimination, sexual harassment and retaliation and keep detailed records of investigations and outcomes.
- Work in collaboration with College departments to collect and report required Title IX data to the DOE and the OCR.
- Develop and deliver effective College-wide trainings on policies and procedures related to discrimination and harassment prevention, Title IX, VAWA. SaVE, and the Clery Act and track the completion of these trainings.
- Oversee, in coordination with the Office of Institutional Research and Effectiveness, Campus Climate Surveys of students and staff to generate data on the nature and extent of sex/gender-based violence on campus, as well as attitudes surrounding sex/gender-based violence. The data will be used to inform the Director of emerging trends and educational needs of the campus.
- Maintain professional and technical knowledge through networking and participation in conferences, seminars and meetings. Maintain contact with a wide variety of administrators in other institutions to assess the status of “best practices".
- Acts as the liaison between Department of Public Safety (DPS), the College and various law enforcement and service agencies (including but not limited to, police, fire, etc).
- Maintain and publish the Annual Security and Fire Safety Report (in collaboration with other key offices) as required by law, in addition to meeting federal and state requirements in regards to timely warnings, emergency alerts, and Campus Security Authority training.
- Utilize technology related to campus emergency alerts and response. Collaborate with college administration in the communication of timely warnings, emergency alerts, school closures, severe weather events, and other potential risks or threats to the safety of others.
- Attend and assist as needed at campus community events such as commencement, athletic games, sustainability festivals, academic lecture programs, etc.
- Support and guide the implementation of a comprehensive emergency safety training for the campus community.
