Douglas County PUD is seeking a Meter Relay Technician with experience in protective relays and relay testing equipment to support transmission protection systems at substations, switchyards, and Wells Dam.

This is a hands-on technical role for someone who enjoys working with complex electrical systems and precision testing equipment. Ideal candidates will have formal education or training in protection and control systems and hands-on experience working with protective relays and relay testing equipment such as the Doble F6150 or similar test sets.

The successful incumbent for this position will be hired at the hourly rate of $67.03.

Position Summary:
The Technician I (Meter Relay) performs work associated with the installation, operation, testing, and maintenance of protection and control related equipment. Work will be performed at East Wenatchee Headquarters with field work at Wells Dam and switchyards throughout Douglas County. This position is covered by the Collective Bargaining Agreement and is subject to a one-year probationary period.

Essential Functions:
- Operate, test, and maintain protection and control equipment which includes, but is not limited to complex relays, meter and supervisory control systems, and related equipment to meet the requirements of the electrical transmission facilities.
- Troubleshoot problems with metering, control and protective relaying devices, and circuitry.
- Perform precision tests using specialized hand tools and electrical and electronic test equipment.
- Implement and maintain systems for engineering access to transmission protection system operation data.
- Assist in devising procedures and maintaining documentation related to relay testing.
- Support other Tech Shop activities as needed.
- Support the District's mission and value statements in the performance of job duties.
- Work respectfully and cooperatively with diverse groups of people and maintain professional interactions at all times in the workplace.
- Ensure compliance with all District policies.
- Adhere to the District's Safety Policy and Procedures.
- Operate District vehicles that may be equipped with a GPS device that monitors vehicle location while conducting business on behalf of the District.

Due to the nature and scope of the essential functions, the importance of personal interactions between this position and employees, and the availability of job-related tools, equipment and resources at work, performance of the essential functions requires regular, consistent, on-site attendance while working independently and with others.

This position is designated as safety sensitive.

Required Knowledge/Skills/Abilities:
- Familiarity with District Safety procedures, Federal and State electrical codes, and WAC 296-45 hazardous energy procedures.
- Advanced knowledge of protective relays associated with electrical transmission and distribution systems. Working knowledge of Schweitzer protective relays and AcSELerator software is preferred.
- Extensive experience with protective relay testing equipment. Working knowledge of Doble test sets and test software preferred.
- Ability to perform repairs and maintenance on substation IEDs such as RTU's and circuitry related to metering, protective relays and reclosers.
- Ability to consistently perform technical test procedures. Experience with NERC PRC-005 testing preferred.
- Basic understanding of networking and Ethernet communications used for SCADA.
- Ability to learn other complex systems, software, and tools to support other Technician activities.
- Intermediate computer skills, including ability to use word processing and database tools.

Education and Experience:
- Satisfactory completion of high school education or equivalent.
- Formal education through an electrical apprenticeship, at a college, trade school or military training in the area of protection and control equipment, or the equivalent work experience to meet the required knowledge, skills, and abilities.
- Work experience should be in the area of protective relays and protective relay testing equipment.
- Preference given to experience as a Journeyman Meter/Relay Technician.

Certifications:
A valid driver's license and proof of good driving record is required for this position (will be verified upon job offer). Out-of-state candidates must acquire a Washington State driver's license within 30 days of employment.

Physical Requirements:
This position requires the ability to perform the following physical activities with our without reasonable accommodation:
- Distinguish basic colors
- Lift heavy objects weighing up to 50 pounds;
- Climb ladders, stairs and structures and walk over uneven surfaces;
- Perform work in and around confined spaces;
- Must have a full range of hearing and sight for personal safety, or maintain appropriate correction.

In accordance with the North American Electric Reliability Corporation (NERC) standards, Douglas County Public Utility District #1 conducts post-offer background screening of personnel who have access to the District's critical physical and/or cyber assets.

Pay Range: $67.03 per hour
