RECRUITMENT DESCRIPTION:
The City of Ellensburg has a vacancy for a full-time Engineering Technician (field/inspection) in the Public Works Department. This position provides a wide range of engineering services to internal and external customers including a variety of administrative, technical, and customer service duties.

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

REQUIRED EDUCATION and EXPERIENCE (LEVEL I):
- Associate's degree (A. A.) or equivalent from two-year college or technical school, with preference in Civil Engineering
- One (1) year related experience
- Please note: an equivalent combination of education and experience equivalent to three (3) service credit years may be considered in lieu of some of the requirements above, as determined by Management.

PLACEMENT OR ADVANCEMENT TO LEVEL II OR III REQUIREMENTS:
Level II: Placement or advancement to Engineering Tech Level II is made after an additional 4 service credit years (beyond the minimum required three (3) service credit years required for the Tech I level) and proven competency in additional duties, as outlined below. Service credit years can include directly related previous work experience, work experience as an Engineering Tech at the City of Ellensburg, or Bachelor's degrees in related fields (2 service credit years for Bachelor's degree beyond the required AA degree).

Level II Additional Competency:
Proven competency in mapping duties. These duties include the use of AutoCAD drafting and ArcGIS or City's current mapping program. Employee will need to be efficient in the use of both of these drafting/mapping softwares and have the required years of service credit to advance to the Tech Level II position.

Level III: Placement or advancement to Engineering Tech Level III is made after an additional eight (8) service credit years (beyond the minimum required three (3) service credit years required for the Tech I level) and proven competency in additional duties, as outlined below. Service credit years can include directly related previous work experience, work experience as an Engineering Tech at the City of Ellensburg, or Bachelor's degrees in related fields (2 service credit years for Bachelor's degree beyond the required AA degree).

Level III Additional Competency:
Proven competency in Capitol Project design and project management. These duties include, under the direction of the City Engineer, or Asst. City Engineer, creating project specifications and design drawings, managing construction contracts, and inspecting capital projects. Employee will need to be familiar with Washington state bid laws, proficient at creating and understanding project specifications, and capable of completing routine engineering calculations. As stated above, the employee shall also have the required years of service credit to advance to the Tech Level III position.

CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
- Valid driver's license or have ability to obtain one prior to employment and maintain an insurable driving record.
- First Aid/CPR/AED certification or have the ability to obtain within a reasonable time period as approved by the supervisor.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; considerable knowledge of applicable City policies, laws, and regulations affecting Division activities.
- Skilled in operating the listed tools and equipment; must be proficient in the use of computers and programs such as Microsoft 365, AutoCAD, ArcGIS, GPS and Survey Equipment, and SmartGov software; must have the ability to quickly learn new technology and programs required to perform the essential functions.
- Ability to establish and maintain cordial and collaborative working relationships with employees, supervisors, other departments, officials and the public; must be able to communicate in a clear, concise manner verbally and in writing; ability to respond to common inquiries or complaints from customers, regulatory agencies, and the public; ability to present information to groups of managers, clients, customers, and the general public in a manner suitable to different audiences.
- Regular attendance and punctuality are required for this position. Work is typically performed during regular business hours but may require variation based on business needs.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; ability to conduct necessary research and compile comprehensive reports; ability to draft business correspondence and procedure manuals.
- Thorough understanding of the City's Public Works and Development Standards to assist the PW Development Supervisor in completing plan review of private development projects.
- Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; ability to conduct necessary engineering research and compile comprehensive reports.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
