Overview
Chelan County PUD is seeking Customer Service Engineering professionals to support water, fiber-optic, and electrical infrastructure across the District. This career-path position performs field studies, customer coordination, design development, cost estimating, job planning, and permitting to support new services, system expansions, and reliability projects.
Incumbents work directly with customers, developers, internal operations staff, and regulatory agencies to evaluate needs, prepare designs, coordinate construction, and ensure projects are completed safely, efficiently, and in compliance with District standards. Levels are determined based on experience, education, and technical capability, with increasing responsibility, complexity, and independence at each level. Responsibilities
-Evaluate customer and agency service requests; develop engineering designs, job plans, and cost estimates for electrical, fiber, and water infrastructure.
-Coordinate daily with customers, developers, contractors, internal operations, and agencies to communicate requirements, schedules, and expectations.
-Prepare and submit easement, right-of-way, and permit applications; perform field staking, surveying, and inspections.
-Plan, schedule, and track non-emergency work orders; report on job readiness, construction status, and project milestones.
-Develop construction cost estimates, material lists, labor calculations, and budget inputs using CMMS/Maximo and engineering software.
-Facilitate pre-construction meetings and ensure construction complies with plans, safety standards, District policies, and regulatory requirements.
Skills & Abilities
-Knowledge of utility engineering principles, design practices, and construction methods for electric, fiber, and water systems.
-Ability to read and interpret prints, specifications, one-line diagrams, and project schedules.
-Proficiency with AutoCAD, GIS, CMMS/Maximo, Microsoft Office, and work management or scheduling systems.
-Strong analytical skills, including algebraic and trigonometric calculations and cost estimating.
-Excellent written, verbal, and interpersonal communication skills; ability to engage customers and stakeholders professionally.
-Ability to plan, prioritize, and manage multiple projects in a fast-paced, field-based environment; may include overtime and irregular hours.
Qualifications
This position may be filled at the Engineer Aide, Junior Engineer, or Engineer Assistant level based on education and experience.
Engineer Aide:
Education
-No post-secondary education required.
Experience
-1 year technical experience in areas such as engineering, drafting, surveying, GIS, CAD, construction management required. and
-Experience within the utility industry, specifically related to water, network or electrical services preferred.
Junior Engineer:
Education
-No post-secondary education required.
-Two (2) years of college-level courses in engineering technologies or related field with a strong emphasis on math, science and economics preferred.
Experience
-3+ years utility engineering for water, network or electrical with associated field staking experience required.
-Experience in cost estimating using CMMS/Maximo or other maintenance system preferred.
Engineer Assistant:
Education
-No post-secondary education required.
-Associate Degree AS degree in the field of engineering, with a strong emphasis on math/sciences such as calculus, linear algebra, classical physics, and engineering economics is preferred
-Preference will be given to applicants who have successfully completed the NWPPA Staking Technician Certification Program or equivalent course work.
Experience
-5+ years experience working in a utility engineering position. required. and
-Experience in design, construction and unit price cost estimating for electrical Transmission or Distribution line systems; creating and working with Electrical system maps and one-line diagrams and project planning, computer aided drafting (CAD), Geographic Information Systems (GIS) and surveying equipment required.
-Experience using CMMS/Maximo or equivalent work management systems preferred
CONTRACT RATE
-Engineer Aid - $35.92/hour
-Junior Engineer - $50.16/hour
-Engineer Assistant - $53.51/hour
LICENSE REQUIREMENTS
A valid driver's license is required for this position (verified upon hire). A valid Washington State driver's license is required within 30 days of employment.
